Why Won't EA Take Down Illegal Sims 2 Paysites?

Since the release of The Sims 2 in 2004 numerous paysites, sites charging for custom Sims 2 content, have popped up all over the web. EA explicitly states that paysites are illegal, so why aren't they removing them? The reason may surprise you.
